Anghel Saligny Program funds exhausted in Romania

The Romanian Ministry of Development has suspended the submission of new transfer requests through the digital platform for the ‘Anghel Saligny’ National Investment Program, effective September 11, 2026. This suspension follows the exhaustion of the program's allocated budgetary credits.

Minister of Development Attila Cseke stated that the process may resume if the program's budget is supplemented. Local authorities with ongoing infrastructure projects currently face two primary options: continue the works using their own funds or other legal financing sources, or halt the projects to prevent the accumulation of arrears, such as unpaid taxes or debts.

An exception applies to beneficiaries under OUG no. 87/2025 who have already uploaded local council decisions approving the 20% contribution from their own budgets; funds for these specific cases have already been reserved.
