Angola and Portugal plan new cooperation program for 2027-2031

Angola and Portugal are preparing a new Strategic Cooperation Program (PEC) for the 2027-2031 period. This follows the current 2023-2027 program, which has seen an execution of 70 million euros, supplemented by 187 million euros in credits.

During her first official visit to Luanda, Portugal’s Secretary of State for Foreign Affairs and Cooperation, Ana Xavier, described Angola as an “irreplaceable strategic partner” for Portugal in bilateral, regional, and multilateral contexts. The upcoming cooperation framework aims to be more pragmatic and results-oriented, aligning closely with Angola’s national development plans.

Key areas for future focus include education, training, health, youth, administrative modernization, justice, agriculture, and culture. Economic ties remain strong, with over 1,250 Portuguese companies investing in Angola and more than 3,700 companies exporting to the Angolan market. Additionally, 2025 data indicates a significant human connection, with approximately 130,000 Portuguese citizens residing in Angola and over 90,000 Angolans living in Portugal.
