Angola develops regulatory framework for drone technology

Angola is developing a regulatory framework for unmanned aerial vehicles (UAVs) to balance economic opportunities with aviation safety, national security, and privacy. The Instituto Nacional da Aviacao Civil (INAVIC) holds primary authority over the registration, certification, and airspace management of drone operations. To establish these standards, INAVIC has engaged with international bodies such as the International Civil Aviation Organization (ICAO), the European Union Aviation Safety Agency (EASA), and the US Federal Aviation Administration (FAA).

Beyond mere regulation, there are calls for Angola to establish a comprehensive national policy for unmanned systems. This approach would integrate drone technology into broader state strategies for defense, economic diversification, and science. Proponents argue that true technological sovereignty lies not just in the physical aircraft, but in the mastery of the entire ecosystem, including sensors, artificial intelligence, data analysis, and cybersecurity. As drone applications expand across agriculture, mining, and infrastructure inspection, the ability to process and integrate collected data is becoming a critical strategic asset.
