Angola Ministry of Education orders schools to enroll children without ID
The Ministry of Education (MED) has instructed schools nationwide not to prevent the enrollment of children who lack birth certificates or national identity cards (BI). This directive, issued via Circular Office No. 026/2026 and signed by Minister Erika de Carvalho, establishes procedures to ensure that a lack of documentation does not block access to the education system.
School administrations are required to accept enrollments even when families cannot present the required identification. Beyond mere enrollment, schools must identify and document these cases to facilitate the regularization process. These findings will be communicated to the Ministry of Education and the Ministry of Justice and Human Rights to coordinate with civil registration and identification authorities.
The measure aims to support families who have not yet been able to register their children's births or obtain identity documents, ensuring that children can continue their studies while their legal status is being regularized during the school year.
