Angola proposes 25-year strategy to open 100+ oil and gas blocks

Angola is planning to open more than 100 oil and gas exploration blocks, primarily onshore, as part of a proposed 25-year hydrocarbons development plan expected by the end of 2026. The strategy aims to reduce concession award times from six months to three months and replace multiyear bidding rounds with a more flexible concession system.

Under the proposed reforms, the National Petroleum, Gas and Biofuels Agency (ANPG) intends to tailor licensing terms to the specific risks and characteristics of different projects. This includes distinguishing between mature or marginal fields, onshore resources, and deepwater blocks to attract companies with varying investment priorities.

Angola currently produces approximately one million barrels of oil per day and has secured multibillion-dollar investment commitments from firms such as TotalEnergies and Eni. The government seeks to increase exploration to sustain long-term production, though output growth will ultimately depend on new discoveries and subsequent development decisions.
