Angolan Court of Auditors President publishes scientific article

Sebastião Domingos Gunza, President of the Court of Auditors of Angola, has authored a scientific article titled ‘The Court of Auditors of Angola and the Control of Public Policies’. The piece is featured in the tenth issue of the Journal of the Court of Auditors of Portugal, an edition dedicated to honoring Emeritus President José Tavares.

In his article, Gunza examines the evolving role of contemporary Courts of Auditors, questioning whether they should function solely as censors of strict legality or if they should also evaluate the economy, efficiency, and effectiveness of public spending. He argues that sound public management is a constitutional principle and maintains a direct link between the oversight of public finances and the realization of fundamental citizen rights in sectors such as health, education, public safety, and social assistance.

The publication includes contributions from leaders of other Supreme Audit Institutions within the Community of Portuguese Language Countries, including representatives from Cabo Verde, São Tomé and Príncipe, and Timor-Leste.
