Angra dos Reis tourism tax remains active after TCE-RJ decision
The Sustainable Tourism Tax (TTS) in Angra dos Reis remains in effect following a decision by the Rio de Janeiro State Court of Accounts (TCE-RJ). The court opted to temporarily suspend the proceedings regarding the economic viability of the tax and the potential suspension of Municipal Law 4505/2025, granting the city administration 45 days to provide updates on ongoing judicial challenges in the Rio de Janeiro Court of Justice (TJRJ).
Relator Counselor Marcelo Verdini Maia noted that the TCE-RJ is not the appropriate authority to perform constitutional control of the law. Consequently, the tax collection continues while the legal dispute regarding its constitutionality is addressed by the TJRJ.
The tax, which has been applied since June 1st, targets visitors to the mainland and Ilha Grande. Local tourism operators and the Association of Lodging Establishments of Ilha Grande (AMHIG) have expressed concerns, reporting a decline in reservations and potential impacts on local employment. The fee structure varies based on arrival points and duration of stay, with penalties for those found without payment.
