Animal Abuse Rescues in Peru and U.S. Prompt Legal Actions

In the Los Olivos district of Lima, Peru, a group of neighbors broke into a two‑story house and rescued more than 30 dogs that were reportedly malnourished, injured and kept in severe overcrowding. The municipal authorities imposed an administrative fine on the property owner and forwarded the case to the Public Ministry for further investigation. The rescued dogs were taken to a nearby park where they are receiving water, food and await veterinary evaluation. One rescuer noted, “Hay un perro que tiene lo que le dicen ojo cerezo, que necesita operación urgente.”

In Carolina, a U.S. jurisdiction, the daughter of a property owner filed a complaint after the owner abandoned several dogs in an apartment and relocated to the United States. Police and municipal patrols responded but declined to take custody of the animals, citing full shelters. The complainant urged authorities to assume responsibility, stating, “Yo le digo, ¿qué tengo que hacer?... los perros no son míos, llévenselos.” The situation has led to multiple legal petitions and calls for a custodial solution for the abandoned pets.
