Animal welfare initiatives and legal actions reported in Elbląg and Przeworsk

Local initiatives and legal actions are addressing animal welfare and homelessness in Poland. In Elbląg, a recurring issue with stray dogs has led to legal consequences for an irresponsible owner. After repeated neglect, a dog known to residents and the OTOZ Animals shelter was permanently placed in the facility following a court-imposed fine on the owner.

In Przeworsk, a new program titled ‘W trosce o zwierzęta 2026’ (In Care of Animals 2026) has been launched to reduce animal homelessness through free sterilization and castration for dogs and cats. Supported by the Rzeszowskie Stowarzyszenie Ochrony Zwierząt and the Przeworsk Municipality, the 12,500 PLN project targets residents in difficult financial situations and owners of free-roaming cats.
