Ankara court stays teacher appointments in project schools

The Ankara 5th Administrative Court has issued a stay of execution regarding teacher appointments and term extensions in project schools under the Ministry of National Education. The court ruled that the administrative processes lacked objective and concrete criteria, noting that the administration's discretionary power is not absolute and must remain within legal limits.

The legal challenge, initiated following concerns raised by Türk Eğitim-Sen, centered on the rejection of a teacher's application for reappointment after their term expired. The court emphasized that the success criteria used to evaluate teachers were not sufficiently clear in the existing legislation. This ruling suggests that the Ministry may be required to implement more transparent, measurable, and objective standards in future appointment guides to ensure legal certainty.
