Ankara NATO summit upholds unanimity rule while reshaping alliance strategy

At the NATO summit in Ankara, leaders confirmed that the alliance’s core principle of unanimity and its legal framework remain unchanged. The meeting highlighted a transition toward a more permanent negotiating space for national interests, political leadership, economic priorities and communications, reflecting the alliance’s evolution after the 2014 Ukrainian crisis and the 2022 Russian invasion.

The summit also stressed greater integration of defence industry procurement, joint projects and capabilities in cyber and space, while noting the absence of a formal treaty revision. Discussions touched on support for Ukraine, the balance of military, economic and political contributions, and the continuing debate over defence‑spending targets, without committing to the 5% NATO guideline.
