ANRE investigates high electricity bills after meter replacements
The National Agency for Energy Regulation (ANRE) has launched investigations following reports from consumers in Moldova regarding significantly higher electricity bills after the replacement of energy meters.
The authority is examining both the calculation and issuance of these bills, as well as the procedures used during the replacement and documentation of the metering equipment. ANRE aims to determine whether these discrepancies are isolated incidents or part of a broader pattern of non-compliance. If violations of the law are confirmed, the agency stated it will impose legal sanctions.
ANRE clarified that electricity bills must be based on the actual energy quantity recorded by the meter and that system operators are required to read meter readings monthly. Furthermore, new meters must be sealed and energized in the presence of the consumer, with the operation documented in a two-copy commissioning report.
Consumers who receive erroneous bills that do not match actual meter readings are advised to contact their supplier immediately to request a correction. ANRE emphasized that suppliers do not have the right to disconnect a consumer while a bill is being contested. If the issue remains unresolved with the supplier or operator, consumers may appeal directly to ANRE.
