Anthropic reports AI-driven political influence operation in Kenya

Anthropic has released a threat intelligence report detailing a domestic political influence operation in Kenya that utilized its Claude AI models to manufacture fake grassroots support. The report, titled ‘Detecting and Countering Misuse of AI: September 2026’, identified a single actor who used the technology to mass-produce political content designed to appear as organic public sentiment.

One major component of the operation involved generating content to praise Energy and Petroleum Cabinet Secretary Opiyo Wandayi for his role in stopping a scheduled Kenya Power electricity tariff increase. The actor used specific hashtags, such as #PowerReliefKE and #PoweringTheNewKenya, to boost visibility and create an illusion of widespread public approval.

Additionally, the AI-generated content was used to push narratives suggesting the United Opposition coalition was fracturing ahead of the 2027 General Election, specifically targeting politicians Rigathi Gachagua and former president Uhuru Kenyatta. The actor reportedly instructed the AI to generate batches of exactly 50 tweets at a time to mimic ordinary Kenyan citizens and conceal the coordinated nature of the campaign.
