Anthropic's Safety Policy and IPO Drive AI Debate in Washington

Anthropic updated its Responsible Scaling Policy (version 3.4) to stress safety thresholds, third‑party oversight and testing before releasing more capable models. Co‑founder Dario Amodei led the push, and more than 1,100 AI engineers, including Anthropic’s CEO, signed a joint letter urging Washington to slow frontier AI development. OpenAI responded with a 13‑page “Industrial Policy for the Intelligence Age” that promotes broad access, democratization of AI‑derived wealth and adaptive regulation.

At the same time Anthropic has moved toward a public listing. On June 1 the company confidentially filed an IPO prospectus with the U.S. Securities and Exchange Commission, valuing the firm at about $965 billion. The filing suggests an offering could occur as early as October, while OpenAI appears to be postponing its own IPO until 2027. The twin developments place Anthropic at the centre of both regulatory discussions and market expectations for the next generation of AI.
