Antigua Guatemala reinstates parking fines after constitutional court ruling

The municipal government of Antigua Guatemala has amended its parking regulation to reactivate fines for users who do not pay the MarbEx (Municipal Secure Parking Service) system. The change follows a decision by Guatemala’s Constitutional Court that declared the previous provision on parking fees unconstitutional.

Councilor Diego Arriola accused Mayor Juan Manuel Asturias of altering the regulation before the court ruling was officially published, calling it a possible fraud of law, and announced he will expand his earlier complaint. The revised article 11 of the regulation defines specific infractions—such as non‑payment, improper use of spaces, and misuse of vehicle categories—and sets tiered penalties ranging from Q75 to Q450 depending on vehicle type and time. It also designates the Municipal Traffic Police as the enforcement authority, which will use optical readers, cameras and digital verification tools to issue notices and collect payments.
