Spain's 2025 State Investment in Catalonia Drops to 8.6% of Total

In 2025 the Spanish central government executed €1.321 billion of public investment in Catalonia, representing only 8.6 % of the €15.369 billion allocated to the autonomous communities. This share is far below Catalonia’s contribution to Spain’s GDP (about 19 %) and its share of the population (17 %). By contrast, the Madrid region received €3.218 billion (20.9 % of the total), more than double Catalonia’s allocation.

The investment level in Catalonia fell 6.2 % from 2024’s €1.409 billion after a rise of 28.5 % over 2023. Public‑sector companies ADIF and Renfe accounted for the bulk of the spending, together with ports and aviation authorities. Other regions that received larger sums included the Valencian Community (€1.738 billion), Andalusia (€1.620 billion) and Galicia (€1.580 billion). The disparity has sparked criticism from Catalan politicians and civil society, who argue that the under‑investment undermines public services, economic competitiveness and regional cohesion.
