To maintain oversight, the decree mandates that the municipality will perform fiscal audits on at least 20% of all self-declared permits and certificates issued each month. These audits may be conducted randomly or based on risk criteria, involving both document reviews and on-site inspections to verify elements such as built area, setbacks, and accessibility.
