APEC and UNCTAD call for improved digital trade rules

At the WTO Public Forum in Geneva, officials from APEC and UNCTAD highlighted the growing importance of digitally delivered services, which now account for 56% of global services exports. However, they warned of a widening digital divide: while developed economies see digitally deliverable services at 61% of their exports, least developed countries stand at only 16%.

To foster inclusive digital trade, officials identified three foundational pillars: better regulation through transparent and predictable processes, stronger digital infrastructure including reliable connectivity and payment systems, and closer regional cooperation. APEC Secretariat Executive Director Eduardo Pedrosa emphasized regulating for specific outcomes and building trust through cross-border data and digital platforms.

UNCTAD Acting Secretary-General Pedro Manuel Moreno noted that while the transformation is significant, the gap between income levels is increasing. Addressing this requires improvements in skills development, access to financing, data governance, and policy implementation.
