Apucarana court suspends debt refinancing vote
A judicial injunction has suspended the vote on Bill No. 145/2026 in the Apucarana City Council. The decision, issued by Judge Norton Thomé Zardo of the 1st Public Finance Court, follows a public action filed by Councilman Lucas Leugi (PSD) against the municipality and the legislative presidency.
The proposed legislation would allow the municipality to join a federal debt refinancing program, extending payment terms for up to 360 months (30 years) under Constitutional Amendment 36/2026.
The judge justified the suspension due to apparent irregularities in the legislative process. Technical certificates from the Council's own advisory staff indicated that the project was proceeding without essential documentation, such as long-term financial impact estimates and simulations of various charge options.
