Salta municipalities and officials challenge ARCA border trade restrictions

Municipalities in the Argentine provinces of Salta and Jujuy, including Aguas Blancas, Salvador Mazza, and La Quiaca, have filed legal injunctions to suspend new trade restrictions imposed by the Agency of Collection and Customs Control (ARCA).

The contested General Resolution 5910/2026 modifies the Neighboring Border Traffic Regime for exports. Key provisions include a daily limit of 150 USD per person for goods, a ban on exporting grains such as wheat, soy, and corn, and a prohibition on products in containers weighing 10 kilograms or more. Local leaders warn these measures threaten the economic stability of border towns and could lead to social unrest or increased smuggling.

Salta Governor Gustavo Sáenz has met with ARCA Executive Director Andrés Vázquez to request a review of the regulations. Sáenz emphasized the need to strengthen controls without harming legal commerce. Meanwhile, the municipality of La Quiaca has initiated a formal legal action (expediente FSA 19533/2026) in Jujuy Federal Court to seek a precautionary measure to halt the enforcement of the new rules.
