Arcadia child abuse suspects linked to illegal gambling investigation

Guojun Xuan, 66, and Silvia Zhang, 39, have pleaded not guilty to charges including conspiracy to commit child abuse and witness intimidation following an investigation into an Arcadia, California, mansion. Prosecutors described the residence as a “house of horrors,” alleging that more than two dozen children were subjected to repeated violence by nannies, including strikes with sticks, shoes, and blows to the head.

During the investigation, police removed 21 children from the home. Prosecutors have requested a bail amount of $100 million for each defendant, citing Xuan’s significant financial resources, which reportedly include access to approximately 200 bank accounts and 70 corporate accounts totaling over $100 million.

Separate investigations have linked Xuan to alleged criminal activity at a commercial property in El Monte. Authorities have conducted multiple raids on the complex over a three-year period, discovering an unlicensed nightclub, a concealed gambling area with electronic gaming devices and poker tables, counterfeit currency, marijuana, and methamphetamine. A civil lawsuit from the city of El Monte alleges that Xuan participated in a broader criminal enterprise involving the concealment of ownership through various companies.
