Arcom imposes record streaming investment mandates in France

The French audiovisual and digital communication regulatory authority, Arcom, is implementing new regulations for major video-on-demand platforms. By 2026, streaming services such as Netflix and Disney+ will be required to invest 20% of their French turnover into local production. Of these funds, at least 80% must be directed toward independent works not produced by the platforms themselves.

Amazon Prime Video faces significant financial obligations under these new rules. An agreement announced by Arcom sets the platform's minimum investment in French-language productions at 90 million euros, a substantial increase from the 40 million euros required under a 2021 agreement. This figure could rise to 110 million euros if Amazon chooses to broadcast films on its platform less than twelve months after their theatrical release, in accordance with French media chronology laws.
