Kosovo Assembly faces deadlock over constitutive session
The constitutive session of Kosovo's 11th Assembly has faced significant delays and political tension. Acting Prime Minister Albin Kurti requested additional time to propose a candidate for Speaker due to a lack of political agreement among parliamentary parties. This request followed an incident where an opposition deputy, Time Kadrijaj, reportedly attacked Kurti with eggs.
Assembly session chair Avni Dehari warned that without a political agreement to constitute the institutions, Kosovo will inevitably face unnecessary and harmful repeat elections. Conversely, Acting Foreign Minister Glauk Konjufca stated that the delay does not violate the Constitution, arguing that the process is part of the country's constitutional formation and that legal experts hold differing interpretations regarding the 24-hour completion timeframe.
Opposition members have criticized the delay. PDK deputy Përparim Gruda asserted that the Constitutional Court's ruling requires the Assembly to be fully constituted within 30 days of election certification, not merely to begin the process. LDK deputy Ermal Sadiku further claimed that the delay violates both the Constitution and the Assembly's Rules of Procedure, describing the situation as a dismantling of state institutions.
