Argentina and Catamarca Province Reach Debt Settlement under REOR
Governor Raúl Jalil of Catamarca and Economy Minister Luis Caputo signed a series of agreements in Buenos Aires to eliminate reciprocal debt between the province and the national government under the Regime of Extinction of Reciprocal Obligations (REOR). The accords recognize Catamarca’s advance financing and related interest as a national debt, and acknowledge a provincial claim linked to the 2024 Housing Agreement, creating a transparent compensation mechanism and improving fiscal predictability for the province.
The REOR framework, created in 2024 and amended in March 2026, allows participating provinces to offset mutual obligations. Catamarca joins other provinces such as Salta, Chubut, Misiones, La Pampa, Santa Cruz, Tucumán and Corrientes, with the documentation deadline now extended to 31 December 2027. The agreement is intended to strengthen provincial public‑account balances and support national fiscal stability.
