Argentina and Uruguay unveil new revenue schemes for local services and health

Argentina's Río Negro provincial legislature approved a law to regularise the collection of service fees by Comisiones de Fomento. The law ties fee amounts to a fixed‑unit measure linked to the price of YPF gasoline and sets caps for public services such as cleaning and street lighting, while commercial entities will pay monthly fees based on activity size. Exemptions are offered to households earning less than two minimum wages.

In Uruguay, the Caja de Profesionales proposed that a portion of the value‑added tax currently levied on private health services be redirected to fund the organisation. Its president, Andrés Pérez, said the change could generate about US$40 million a year without increasing costs for users, and the proposal has been forwarded to the president’s office for consideration.
