Argentina approves Ley Ema to combat digital harassment

The Chamber of Deputies has approved the “Ley Ema,” a new regulatory framework designed to prevent digital harassment in schools. The law establishes a special regime that includes updating school curricula, mandatory teacher training, and new protocols for responding to harassment cases.

In addition to anti-harassment measures, the legislation regulates the use of screens, specifically mobile phones, within classrooms in all secondary schools across the province. The law focuses on a preventive approach by incorporating the concept of “safe digital citizenship” into educational foundations.

The legislation was prompted by the death of Ema Bondaruk, a 15-year-old from Longchamps who died by suicide in August 2024 following the non-consensual viral distribution of an intimate video within her school environment. The project was presented by Deputy Mayra Mendoza and developed in collaboration with specialists and the victim's mother, Laura Sánchez.
