Argentina Chamber of Deputies approves property and disability bills

The Argentine Chamber of Deputies approved a government-led project on the Inviolability of Private Property during a marathon session. While the general approval was narrow, with 124 votes in favor, 119 against, and 6 abstentions, a specific chapter regarding land rights received overwhelming support with 239 votes. This chapter restores the Rural Land Law (Law 26.737), which limits foreign ownership of rural land to 15% at national, provincial, and municipal levels, effectively derogating article 154 of DNU 70/2023.

Due to the modifications made in the lower house, the property bill must now return to the Senate for further review. The legislation also introduces stricter requirements for state expropriations, requiring 100% indemnity including market value and proven lost profits before ownership transfer, and seeks to facilitate eviction processes.

Additionally, the Chamber granted semi-sanction to a new disability law. Following negotiations between the ruling party and opposition blocs, the bill aims to establish a permanent protection regime rather than maintaining the current emergency status. The project includes provisions for the continuity of non-contributory disability pensions, equivalent to 70% of the minimum retirement benefit, and ensures the validity of Law 26.816 regarding protected employment for persons with disabilities.
