Argentina: Disability Law project moves to Senate after House approval
The Argentine Chamber of Deputies has granted partial sanction to the “Ley de Fortalecimiento, Sostenibilidad y Eficiencia Permanente del Sistema de Discapacidad” (Law for the Permanent Strengthening, Sustainability, and Efficiency of the Disability System). The bill, which received 237 votes in favor, aims to replace the current emergency regime with a permanent legal framework.
The legislation seeks to maintain benefits such as the compatibility of non-contributory disability pensions with formal employment, update provider fees, and ensure coverage through Incluir Salud. While the bill achieved broad bipartisan support, including from the Peronist party, it has caused internal divisions within the government. The economic sector, associated with Economy Minister Luis Caputo, has expressed concerns regarding the fiscal cost.
Pablo Morelo, president of the Permanent Forum for Disability, described the vote as a “very important step” but warned that legislative approval does not solve the immediate crisis. He highlighted ongoing issues including delays in payments to providers, difficulties accessing medications and diapers, and challenges in securing pensions. The project now moves to the Senate, where La Libertad Avanza leader Patricia Bullrich has expressed interest in seeing it passed by November.
