Argentina modifies 'Zona Fría' gas subsidy regime via Law 27.828

The Argentine government has promulgated Law 27.828, which significantly modifies the 'Zona Fría' (Cold Zone) gas subsidy regime. The new regulations, effective until December 31, 2031, eliminate automatic gas bill discounts for many regions that were added to the regime during a 2021 expansion. This change primarily affects approximately 1.24 million households in 94 municipalities within the Buenos Aires province, as well as millions of others across eleven provinces.

Under the new law, automatic benefits based solely on geographic residence are restricted to the Patagonia region, the Puna, and the Malargüe department in Mendoza. For all other areas, access to subsidies will now require enrollment in the 'Régimen de Subsidios Focalizados' (Focalized Subsidy Regime) and proof of socioeconomic vulnerability. Eligibility criteria include households with net incomes no higher than three Total Basic Baskets (CBT), as defined by INDEC. Direct access is also maintained for Malvinas veterans, households with ReNaBaP family housing certificates, and individuals with a Unique Disability Certificate (CUD), though the latter remains subject to evaluation by the Secretariat of Energy.

Economic impacts vary by region and household. Some studies suggest that affected households in Buenos Aires could see average gas bill increases of 55%. The reform is intended to generate annual savings of approximately 400 million dollars. While the law is now official, specific implementation details and the exact impact on individual bills will depend on upcoming administrative regulations.
