Argentina evaluates legislative path for maritime deregulation

The Argentine government is evaluating a legislative approach to implement maritime deregulation following a conflict that disrupted port activities and led to the suspension of Decree 690/2026. The administration is considering bringing parts of the reform to Congress, specifically focusing on the cabotage regime, which involves the transport of goods or passengers between points within the national territory.

Proposed changes to the cabotage regime include the possibility of authorizing foreign-flagged vessels to participate under certain conditions, alongside modifications to the Navigation Law, crew regulations, and Merchant Marine promotion rules. The primary goal is to increase competition, reduce logistical costs, and introduce greater flexibility into commercial navigation.

Regarding pilotage services—the specialized assistance provided to vessels during maneuvers in rivers and ports—the government is prioritizing dialogue with sector representatives. A negotiation table will be established under the Ministry of Security, involving the Argentine Naval Prefecture and the National Ports and Navigation Agency (ANPYN), to reach consensus on new regulations and ensure service continuity.
