Buenos Aires Province launches integrated health system reform

The provincial government of Buenos Aires presented the Sistema Integrado de Salud de la Provincia de Buenos Aires (SIPBA), a legal framework that links public providers, private operators and social‑security financers. Minister of Health Nicolás Kreplak said the plan will create a three‑level Red Bonaerense de Atención y Cuidados en Salud, a provincial health council (COSAPO) with regional bodies, a Registro Provincial de Financiadores de Salud and the Instituto Universitario Provincial de Salud “Floreal Ferrara”. The reform seeks to guarantee more equitable access, improve care quality and give the provincial health ministry authority to plan, audit and fund services.

Governor Axel Kicillof later re‑submitted the SIPBA bill to the Senate together with a proposal to create a state‑owned drug‑manufacturing company (Sapem). The combined initiatives aim to address a national health system under‑funded by the federal government, with reduced benefits, deregulated drug prices and loss of coverage for thousands of patients. Kreplak stressed, “Even in the most complex moments we are committed to building a health system with clear rules, better access and guaranteed right to health.”
