Argentina Justice Ministry retirement plan under criminal probe

The Federal Justice Office has received a criminal complaint to investigate a suspected scheme of irregularities linked to the voluntary retirement plan implemented by the Ministry of Justice during 2024‑2025. The filing warns that the same administrative mechanism may have later been transferred to the Integrated Medical Attention Program (PAMI). The complaint was submitted by journalist and researcher Fernando Miguez, who asked to be admitted as a plaintiff. It names former Ministry officials María Florencia Zicavo (ex‑head of the Ministry’s advisory cabinet, now general syndic of PAMI) and Juan Cruz Montero (ex‑subsecretary of Administrative Management, now executive coordinator of PAMI), among others, and alleges offenses such as incompatible negotiations, defrauding the public administration, breach of public duties, bribery, illicit enrichment and false asset declarations. Central to the accusation is the use of mass homologations at the Mandatory Labor Conciliation Service (SECLO) instead of the legally required public deed, allegedly generating unrecorded professional fees. The government has categorically denied the allegations. The case will be examined by the Fiscal Prosecutor’s Office and the intervening court.
