Argentina launches 50-year tender for freight rail concessions

The Argentine government has officially launched a national and international public tender to grant 50-year concessions for the Belgrano, San Martín, and Urquiza freight railway lines. The initiative, announced by Economy Minister Luis Caputo, aims to attract private capital to modernize a system that has suffered from decades of infrastructure deterioration and insufficient maintenance.

The tender covers 7,594 kilometers of track across 16 provinces, connecting major production zones to domestic ports and international borders with Brazil, Bolivia, Chile, Paraguay, and Uruguay. Under the proposed model, private operators will manage the infrastructure and traffic under an open-access regime, while the state maintains regulatory and oversight roles. Bidders who commit at least USD 200 million to track renewal may access benefits under the Large Investment Incentive Regime (RIGI).

A notable condition in the bidding process is a clause prohibiting companies that are directly or indirectly controlled by foreign governments from participating. While widely referred to in local media as an “anti-China clause,” the restriction legally applies to any entity under foreign state control. The tender also includes an option for bidders to acquire the existing rolling stock. The opening of bids is scheduled for November 11, with the final contract award expected in 2027.
