Argentina provinces manage fiscal debt, tax refunds, and infrastructure funding
Argentina's provincial governments are navigating complex fiscal landscapes involving tax management, debt restructuring, and infrastructure funding.
In Río Negro, the provincial government has secured an extension from the national government to repay a 120 billion peso financial advance. The repayment plan, currently under negotiation with Minister Luis Caputo's team, involves four monthly installments of 30 billion pesos. This comes as the province faces tight finances due to upcoming bond maturities.
In Santa Fe, the provincial government has returned nearly 5 billion pesos in Gross Income Tax refunds to 1,483 taxpayers during the first seven months of 2026. This initiative, managed by the Provincial Tax Administration (API), aims to provide fiscal relief to productive sectors by returning excess payments.
Meanwhile, concerns have been raised regarding the use of Liquid Fuel Tax (ICL) funds. While these funds are legally designated for the maintenance and expansion of the Integrated Road System, reports indicate that a significant portion has been diverted to Treasury financial placements to maintain national accounting balance. Only 26% of the 1.5 trillion pesos collected during President Milei's administration has been executed for road works, leaving a 74% under-execution rate despite rising fuel taxes.
