Argentina submits National Sovereignty Defense Bill to Congress
The Argentine government, led by President Javier Milei, has submitted the National Sovereignty Defense Bill to Congress. The legislation aims to strengthen the country's stance regarding the Malvinas, South Georgia, and South Sandwich Islands, as well as the surrounding maritime spaces and the Argentine Continental Shelf.
A central component of the bill is the replacement of Law 26.659, which currently focuses on hydrocarbon exploitation, with a broader regime covering both renewable and non-renewable natural resources. The proposal introduces severe penalties for unauthorized resource exploitation, including prison sentences of up to 20 years for activities such as extraction, transport, or storage. Financial sanctions include fines calculated in barrels of oil, ranging from 4,000 to as high as 3 million barrels.
Beyond criminal penalties, the bill targets companies, directors, shareholders, and essential suppliers. Sanctioned entities could face bans from operating in Argentina, revocation of permits, loss of tax benefits, and termination of state contracts.
Additionally, the bill proposes the creation of a National Security Council, to be headed by the President and composed of key cabinet members, and a National Security System to modernize defense capabilities and protect critical infrastructure.
