Argentina Senate Begins Debate on Super‑RIGI Investment Regime

On 5 August 2026 the Argentine Senate opened debate on the proposed Super‑RIGI, a new incentive regime for large‑scale investments. The bill raises the minimum investment threshold to US$1 billion per project – five times the US$200 million floor of the existing RIGI – and sets a five‑year adhesion period. It promises extensive fiscal benefits, including lower income‑tax rates, accelerated depreciation, unlimited loss carry‑forwards, VAT credits, and exemptions on export and import duties, as well as special payroll contribution rates.

Committee president Agustín Monteverde (La Libertad Avanza) explained that the regime targets strategic sectors such as data‑centers and artificial‑intelligence projects. The debate will resume on 12 August when four officials from the Ministry of Economy – Daniel González Casartelli, Pablo Lavigne, Daniela Ramos and Carlos Guberman – are scheduled to present details. Opposition senators have asked that ministers Federico Sturzenegger and Luis Caputo also appear to answer questions about the programme. Economists and the business association FECOBA have been analysing the tax burden of the broader RIGI framework.
