Argentina pushes omnibus deregulation bill covering land, books and pharmacies
Minister Federico Sturzenegger has drafted an omnibus bill that would overhaul regulations in several sectors. The proposal removes the 15 % cap on foreign ownership of Argentine land and permits any foreign resident to buy land without limits while banning purchases by foreign states. It eliminates the university‑degree requirement for real‑estate brokers, revokes the uniform price law for books, and allows online sales of medicines and their distribution through supermarkets and kiosks. The bill also reforms auto‑savings plans by ending IGJ control, and introduces electronic documentation for transport.
The draft was sent to Congress for debate, with a scheduled vote in the Senate on 6 August. Opposition groups—including unions, environmental organisations, the CGT, and opposition senators—have organised protests against the “inviolability of private property” law, warning of fraud, loss of consumer protections and threats to land sovereignty. Political controversy intensified after the government announced the auction of a Procrear housing site in Junín, a 21 000‑square‑metre parcel with 149 unfinished homes, a move said to endanger more than 2,000 families who expected affordable housing.
