Argentina's provincial pension funds face sustainability crisis
Argentina operates a fragmented pension system that includes 13 provincial boxes, 29 municipal boxes and 82 professional boxes in addition to the national ANSES scheme. The 13 provincial funds, which cover roughly 1.8 million public employees and 850 000 retirees, are under financial pressure as the country's birthrate has fallen from 730 000 births in 2015 to an estimated 400 000 in 2025, threatening the future labour pool.
Public spending on these provincial pensions has risen sharply, with total expenditures increasing 40 % in real terms over the past two decades and pension outlays climbing between 80 % and 200 % in several provinces. A report by the Argentine Judicial Federation warned that reduced contributions, a high share of informal employment (only 47 % of the workforce has formal jobs) and recent national reforms further undermine the funds' solvency. The report also cautioned that a shift toward individual capitalization schemes would erode the system’s solidarity.
The combined demographic decline, fiscal strain and policy uncertainty highlight the urgent need for reforms to adapt Argentina’s pension rules to an aging population and a shrinking active workforce.
