Puerto de Caldera expansion halted by environmental injunction

The modernization and expansion of Puerto de Caldera, Costa Rica’s primary Pacific gateway, has been halted due to a legal injunction. An administrative court issued a precautionary environmental injunction, suspending contract negotiations with the winning bidder, Consorcio Sunset.

Efraím Zeledón, the Minister of Public Works and Transport, confirmed the suspension, noting that the legal bottleneck stems from environmental complaints. The project, which was awarded to the consortium in March 2026, is considered a critical milestone for the nation’s competitiveness and logistics sector. While the government remains optimistic about a quick resolution through legal clarifications, the delay threatens to exacerbate existing logistical challenges within the country’s manufacturing sector.
