Argentina expands RIGI to include railway infrastructure

The Argentine government has modified the regulations for the Large Investment Incentive Regime (RIGI) to include railway infrastructure and technology sector projects. Under Decree 748/2026, signed by President Javier Milei, Chief of Staff Diego Santilli, and Economy Minister Luis Caputo, the scope of the regime has been expanded to attract investment into the nation's aging rail network.

The new regulations define railway construction to include the execution of new infrastructure, as well as the renovation, substitution, transformation, or development of existing tracks and necessary logistical infrastructure. Specific eligible works include the construction of new tracks, track duplication, the rehabilitation of non-operational branches, and the integral renovation of bridges and culverts.

Additionally, the incentives apply to the installation of signaling, telecommunications, and energy systems, as well as track electrification and the implementation of active protection systems at level crossings. The decree also covers infrastructure directly linked to freight logistics, such as logistics nodes, dry ports, and maneuvering yards. The measure explicitly excludes tasks limited solely to the conservation or maintenance of pre-existing infrastructure.
