Argentine Senate debates carbon market regulation
The Argentine Senate is debating several legislative initiatives aimed at establishing a regulatory framework for voluntary carbon markets. These projects seek to create mechanisms for financing environmental conservation and emission reduction projects through carbon credits and environmental financial assets.
Key proposals include a framework for the voluntary market by Senator Flavia Royón, a project by Senators Sonia Rojas Decut and Carlos Arce to establish minimum environmental protection standards, and an initiative by Senator Jorge Capitanich regarding environmental financial assets.
The Sociedad Rural Argentina (SRA) has expressed concerns regarding the regulation, arguing that the economic benefits of carbon credits should belong to the landowners. SRA director Andrés Costamagna stated that while provincial governments have original domain over natural resources, this should not infringe upon private property rights. The SRA maintains that if a landowner generates carbon credits through their resources, those credits should remain their property, subject to applicable taxes.
