Armenia border disputes and human rights concerns in Azerbaijan

Hrant Baghratyan, former Prime Minister of Armenia and president of the Freedom Party, has addressed issues regarding the Armenia-Azerbaijan border and the legal status of Tigranashen. Baghratyan asserted that there are no enclaves within Armenia, citing 1988 protocols and geographical coordinates that define the 975 km border. He claimed that during previous negotiations, Azerbaijan did not demand Tigranashen because its Armenian identity was recognized through documentation and census data.

Separately, legal expert Ara Ghazaryan has criticized the response from the Azerbaijani Ombudsman's office regarding the treatment of Armenian detainees in Baku. This follows allegations from Ruben Vardanyan and eighteen other Armenian citizens held in the Umkap prison. Vardanyan reported several human rights concerns, including the lack of weekly phone or video calls, inability to access medical examinations, denial of notary services for family powers of attorney, and restrictions on physical exercise. While the Azerbaijani Ombudsman's office claimed that detainees' rights and conditions are being constantly monitored in accordance with international standards, Ghazaryan described the office's response as ‘primitive’ in light of the reported violations.
