Armenian Prime Minister Nikol Pashinyan has stated that the Russian 102nd Military Base in Gyumri is not a ‘vital necessity’ for Armenia. Following discussions with Russian President Vladimir Putin, Pashinyan clarified that while the Armenian government has never officially requested the base's withdrawal, Yerevan would not object if Russia decided to depart.

The potential withdrawal of the base, which has been in Gyumri since the 1940s and houses over 3,000 personnel, carries significant implications for regional security and the local economy of Gyumri, where thousands of jobs are linked to the military presence.

In related diplomatic discussions, Pashinyan mentioned the possibility of selling Armenian railway concession rights to a third party, such as Kazakhstan. However, Russian Deputy Prime Minister Aleksei Overchuk indicated that Russia sees no reason to sell these concessions to third parties. Additionally, Pashinyan noted that future decisions regarding a new nuclear power plant in Armenia will be driven by economic efficiency rather than geopolitical considerations.
