Armenia undergoes government formation and parliamentary shifts

Armenia is undergoing significant political and institutional transitions. The final composition of the government is expected to be established by September 3, following Prime Minister Nikol Pashinyan's reappointment by President Vahagn Khachaturyan. While most ministerial positions are settled, decisions regarding deputy ministers and other state officials remain pending as the administration seeks to integrate younger, internationally educated professionals.

In the National Assembly, the ruling Civil Contract party is shifting its strategy regarding the election of standing committee chairs. After initial opposition candidates failed to secure enough votes, the ruling faction is working to ensure the election of candidates proposed by the ‘Strong Armenia’ group to facilitate the parliamentary agenda. This follows the successful election of Liana Manukyan as chair of the Finance and Budget Committee.

Additionally, the Armenian government has approved new regulations for doctoral education. This reform aims to modernize the higher education system by transitioning to a PhD model and establishing transparent, measurable standards for research and degree conferral in alignment with international criteria.
