Armenia presents AI infrastructure vision at AIM Congress in Dubai

An Armenian delegation, led by Economy Minister Gevorg Papoyan, is participating in the 15th Annual Investment Meeting (AIM Congress 2026) in Dubai. During the event, Deputy Minister of High-Tech Industry Gevorg Mantashyan presented Armenia’s vision for developing artificial intelligence (AI) infrastructure, high-performance computing (HPC) capabilities, and a technological ecosystem. Key initiatives discussed include the ‘AI Factory Garden’ concept, the establishment of an ‘AI Virtual Institute’ for talent development, and programs focused on cybersecurity and responsible AI governance.

Separately, discussions regarding the Armenian economy highlight a divide between official indicators and underlying structural developments. While Prime Minister Nikol Pashinyan has described economic indicators as ‘fairly good,’ critics suggest this growth is heavily concentrated in the construction and service sectors. Specifically, the construction boom is attributed to significant state subsidies for housing, which some argue facilitates real estate investment for business purposes rather than addressing primary residential needs. Meanwhile, the industrial sector has faced challenges following previous declines.
