Armenia procurement oversight reveals 3.2 billion AMD in fraudulent activity

The Armenian State Requisition Service has released its oversight findings for the first nine months of 2026, revealing significant irregularities in the country's procurement processes. Out of approximately 9,538 reviewed procedures, 150 were found to be non-compliant with procurement legislation.

Of particular concern are 80 procurement procedures totaling 3.2 billion AMD, where non-existent organizations allegedly used fraudulent information to secure first-place positions before failing to sign contracts. This action effectively disrupted the procurement processes for the affected clients.

Additionally, the service identified 110 instances of discriminatory or illegal technical requirements in tender invitations. The investigation also uncovered cases of businesses being interconnected with ineligible participants. As a result of these findings, criminal proceedings have been initiated by the Prosecutor General's Office regarding two businesses, and further information has been forwarded to the Anti-Corruption Committee. Disciplinary measures have been applied to nine responsible individuals following 38 cases of incomplete or missing mandatory public disclosures.
