European interior ministers and representatives from 18 countries are meeting in Munich for the second Munich Migration Meeting. Hosted by German Interior Minister Alexander Dobrindt, the summit focuses on implementing the EU Migration and Asylum Pact, strengthening external borders, and accelerating the return of migrants without legal residency. Dobrindt is advocating for a significant expansion of Frontex's mandate to include more authority over migrant returns and the creation of a rapid response force to handle migration crises.

Discussions also include the potential establishment of 'return hubs' or deportation centers in third countries. Meanwhile, in Germany, Saxon Interior Minister Armin Schuster has proposed a radical overhaul of asylum laws. His four-point plan includes replacing individual asylum claims with annual quotas based on municipal capacities, introducing 'departure enforcement detention' for those refusing to leave, and removing the fundamental right to asylum from the German Basic Law. Schuster also seeks to tighten rules for naturalization and facilitate the deportation of criminals.

In a separate legislative development, the German Bundestag and Bundesrat have passed a reform granting the Federal Police new powers, including real-time facial recognition and telecommunications surveillance to combat extremism and human smuggling.
