Arturo Eusebio accused of 65% plagiarism in master's thesis

Peruvian deputy Arturo César Eusebio Padilla is facing allegations of significant plagiarism regarding his 2018 master's thesis, titled ‘Clima escolar y la resolución de conflictos en estudiantes del 5.º grado de secundaria de la Institución Educativa Pública ‘Felipe Huaman Poma de Ayala’ del distrito de Lurigancho-Chosica’.

A Turnitin analysis reportedly revealed a 65% similarity rate with other published documents, including matches with 82 different sources. Investigations suggest the work, submitted to the Universidad Nacional de Educación Enrique Guzmán y Valle (La Cantuta), contains entire paragraphs and pages copied from internet sources without proper paraphrasing or attribution.

Specific allegations include the use of theoretical passages from 2012 studies, fragments from a school assignment at Colegio Champagnat, and even the acknowledgments section of a Colombian study. Additionally, educator Elizabeth Mejía has identified three complete pages from her 2014 undergraduate thesis that were allegedly reproduced in Eusebio's work, including identical inferential analysis and consistency tables.

When approached at Congress, Eusebio declined to comment, stating, ‘They are calling me,’ while he was reportedly away on a congressional representation trip.
