Aruba seeks balance between UTV tourism and nature conservation

Aruba is navigating a complex debate regarding the regulation of UTV and ATV vehicles to balance tourism and economic activity with environmental protection. Recent discussions have focused on identifying routes that avoid fragile ecosystems, such as breeding areas and sensitive flora and fauna, following a site visit to Tera Cora by government officials and tour operators.

The Aruba National Biodiversity Strategy 2024-2030 classifies off-road vehicle use as a high-impact recreational activity, noting risks such as habitat fragmentation, dust on vegetation, and fauna disturbance. The government has stated its intention to find a solution that preserves jobs in the tour sector while addressing concerns regarding noise, dust, and resident safety.

Historical records indicate that the tension between motorized access and nature conservation is long-standing. Discussions regarding the regulation of terrain vehicles near the California Lighthouse were integrated into the Spatial Development Plan with Regulations (ROPV) well before it became legally binding in September 2021. The distinction between the general Spatial Development Plan (ROP) and the binding ROPV remains a central element in the legal and regulatory framework governing land use and motorized traffic in Aruba’s natural areas.
