ASCSN petitions anti-graft agencies over alleged IPPIS payroll fraud

The Association of Senior Civil Servants of Nigeria (ASCSN) has filed petitions with the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) regarding the alleged manipulation of the federal government’s Integrated Payroll and Personnel Information System (IPPIS).

The union alleges that a former staff member of the Office of the Accountant-General of the Federation, Bola Audu, and others compromised the association’s banking information on the payroll platform. It is alleged that the legitimate account was substituted with a fraudulent one, causing statutory check-off dues deducted from members' salaries in October 2022 and January 2023 to be diverted to the unauthorized account.

ASCSN is currently reconciling records with the Office of the Accountant-General of the Federation to determine the total amount diverted. The union characterized the incident as a serious breach of trust and an abuse of the government payroll system.
